Meet Agent Teleshko before waiting for the follow-up

After that meeting, progress to the following day. Ava then informs you that Teleshko wants to speak again. This next-day condition is specific to the reported opening quest route; it does not establish a universal daily schedule for every NPC.

If the expected conversation is unavailable, check these conditions in order:

  1. Confirm that you spoke with the correct man near Ramen Noir.
  2. Finish the introduction rather than leaving during an unfinished exchange.
  3. Advance to the next day through the normal sleep and results sequence.
  4. Read Ava's message and your current objective.
  5. Travel to the district named by the follow-up.

This prevents an ordinary prerequisite from being mistaken for a broken license system. Restarting the game before the introduction or next-day trigger is complete cannot replace those steps. Start Business Empire in Meridian Market

Locate Agent Teleshko in Meridian Market after receiving the follow-up. He explains the LICCY license and offers control of an existing Lowtown business. This is a quest about transferring a business license, rather than simply buying an empty building from a terminal.

Finish the conversation and check the newly assigned objective. The next destination is Brooke Hazard's small food stall in Lowtown. Use the map or the appropriate taxi connection to return there, then follow the quest marker for the final approach.

A district name identifies the search area, while the active objective identifies the current contact. Teleshko may be involved in other conversations as well, so make sure the journal advances to the Brooke step before treating the Meridian Market meeting as complete.

Before an important dialogue decision, you can create a manual save from the Pause Menu. The game also autosaves at the end of the day. A manual checkpoint preserves progress made since that autosave and makes it easier to understand which decision preceded a later outcome.

Find Brooke Hazard's Lowtown stall

That should not be broadened into a claim that every dialogue choice has identical relationship consequences. Quest progression and character affinity are separate results, even when they change during the same conversation.

Return to Teleshko and resolve the license dispute

Travel back to Meridian Market and tell Teleshko that you spoke with Brooke. The reported quest route does not allow Brooke's deception to fool the agent: Teleshko reveals that someone has been following you and that he knows about the attempted scheme.

Return to Brooke's stall and give him the outcome of the Teleshko conversation. This final exchange awards the Tier 1 Business Permit. If you leave the sequence after speaking with Teleshko, you can have completed the dispute without yet finishing the permit handover.
